If HS2 costs continue to escalate, it seems likely that the project would have to undergo extensive transformation sooner rather than later. But measures such as cancelling the Church Fenton and Golborne spurs would, in themselves, not alter overall costs very much.

A more flexible course of action might include dispensing with captive trains altogether. That would open up the possibility of abandoning HS2’s Manchester approach tunnel, etc.
