In March 2014 transport secretary Patrick McLoughlin asked Richard Brown, ‘former Chairman of Eurostar and now a non-executive director in the Department for Transport’, to lead a review of the resilience of the transport network to extreme weather events. Mr Brown’s report has now been published.

Mr Brown is perhaps best known for being at the helm of Eurostar when its incompetence was laid bare during the winter of 2009 / 2010. Putting him in charge of investigating transport resilience would be a bit like making Tony Blair the Middle East peace envoy. Or John “Two Jags” Prescott, the climate change rapporteur.
