[David] Higgins is the kind of general to send on a tough assignment, not to question it but to get it done. To those who love trains and saw £50 billion for new railways going begging, it is heart-breaking to think of the case he could have made for a new cross-Pennine link, for a new Manchester underground or even for an upgrade of the lines into Paddington or Waterloo.

[…] Instead we are stuck with the dumbest railway ever. There are to be new “hubs” — dread word — at Euston, Birmingham Curzon Street, Crewe, Manchester airport and, of all places, Toton (midway between Derby and Nottingham). In most cases the time required to get to and from the stations will cancel savings in journey times. Building the hubs will suck infrastructure from other parts of these cities. They will distort rather than enhance urban renewal.
